SW pin is grounded If you see a short then we can say that the IC is broken.

I’m still working with smaller LED’s in Joule thief circuits as once you go over ma you are using as much as some light bulbs. Ph4115 some alcohol to remove the flux, then let it get good and dry, then try it again.
